It triggers the bonuses on all major and minor attributes I believe. This VA is the only situational VA that I will consider getting.
But all in all, I would recommend you avoid situational VAs and go with somethiing that triggers all the time. Even TrackStar or other attribute boosts is worth it as 3rd or 4th VA.
