The inherent problem with power receivers is they will suck almost their entire career if you build them correctly.
If you don't mind that, consider the following. If you want to be competitive throughout your career disregard the following.

This way you train every major before every minor in preparation for SP. Should attain maximum effective level.
It also assumes you will take strength and carrying the highest, which is what you probably should do if you're making a power WR...
Here's the result of a simulation taking strength to 68, carrying to 68, catching to 68, vision to 60 (this step can safely be bypassed), agility and speed to 68, stamina to first cap, then some SAs.
I started with shortest and heaviest. Seems this would give the largest bonus to tackle breaking. Also starts you out with higher strength.

I really hate that speed isn't a major for every type of receiver.
