The inherent problem with power receivers is they will suck almost their entire career if you build them correctly.
If you don't mind that, consider the following. If you want to be competitive throughout your career disregard the following.

According to:

WR Power
6'0" - 6'6", 205-235 Lbs
Major Agility Carrying Catching Strength Vision (+.4)
Minor Confidence Speed Stamina (+.33)

Bonus SA's - None
Penalty SA's - None

These are a power WR's majors (along with the attributes they may be intense trained with)

Agility - (M)Vision, (m)Speed, (m)Stamina
Carrying - (M)Strength, (M)Catching, (m)Confidence
Catching - (M)Vision, (M)Carrying
Strength - (M)Carrying
Vision - (M)Agility, (M)Catching, (m)Confidence

These are the minors

Confidence - (M)Vision, (M)Carrying, (m)Stamina
Speed - (M)Agility, (m)Stamina
Stamina - (M)Agility, (m)Speed, (m)Confidence

Upper case M signifies a major attribute, lower case for minor.

Given the nature of power receivers, you will not be effective until late in your career due to speed as a secondary attribute.
It is wise considering the above to train in a pattern of:
Strength/Carrying
Carrying/Catching
Catching/Vision
Vision/Agility
Agility/Speed
Speed/Stamina
Stamina/Confidence

This way you train every major before every minor in preparation for SP. Should attain maximum effective level.
It also assumes you will take strength and carrying the highest, which is what you probably should do if you're making a power WR...

Here's the result of a simulation taking strength to 68, carrying to 68, catching to 68, vision to 60 (this step can safely be bypassed), agility and speed to 68, stamina to first cap, then some SAs.

I started with shortest and heaviest. Seems this would give the largest bonus to tackle breaking. Also starts you out with higher strength.

Player Build
Position: Power WR
Season: 10

Attributes:
strength : 82.11
speed : 69.18
agility : 72.13
jumping : 38
catching : 75.14
stamina : 47.18
carrying : 78.11
vision : 66.16
confidence : 26.18

10 First Step, 10 Spin, 9 Route Running

With 42 eq to distribute, you could take agility to 80 and speed to just over 100. Or you could do something with strength/carrying and pray you still have the ability to get open.
VAs should reflect tackle breaking and bonuses to catching the ball

For the record, speed is finally third capped around level 56. This is about when teams might actually want you.
I really hate that speed isn't a major for every type of receiver.

Here's an alternate plan using this progression:

Speed/Agility
Agility/Vision
Vision/Catching
Catching/Carrying
Carrying/Strength
Strength (normal)
Stamina/Confidence

Speed 68, Agility 68, Vision 60, Catching 68, Carrying 60, Strength 68, Stamina 48, SAs.

There's essentially no reason to use this plan because you're better off using the speedster archetype instead.

Anyway, here's how it ends up:

Player Build
Position: Power WR
Season: 10

Attributes:
strength : 70.17
speed : 80.18
agility : 78.11
jumping : 21
catching : 74.16
stamina : 49.18
carrying : 65.16
vision : 67.16
confidence : 40.18

10 First Step, 10 Spin, 9 Route Running, 8 Quick Cut

Both builds are level 66 btw; assume the same eq rules apply, so you could take speed/agi to 100 each or something along those lines

Braking tackles after the catch.
The most effective way to do this would be to have VAs such as:

Go to Guy for the bonus to being targeted despite being slow
YAC Attack to very easily break tackles on the defenders that will very likely be standing on top of you waiting to tackle
Possession Receiver for a bonus to catch the ball (and not have it deflected)
And finally Soft Hands simply for the bonus to catching. It's a good VA for any receiver.

You'd want a QB with quick release, high vision, and who throws FAST (high strength, appropriate settings). Accuracy is not as much of an issue because you are supplementing it with go to guy and you also have high strength. this helps you handle passes that are thrown very quickly. it should also help with catching the ball while being covered well (fighting for the catch/deflection is a primary element in the CB/WR interaction)

You'd also ideally want to be the primary receiver for the bonus to being targeted.

a bunch of this is just speculation, take it with a grain of salt

By the way I hope you're accounting for the fact that these builds aren't displayed with equipment. You have to add another 42 points anywhere to either build.
