My player is in theory level 19, but is only effectively at 17.
I just want some advise more than anything.
Please don't say "retire, start over". I want to try and make it work.

Retire.

If you want to try and make it work, you will be significantly worse than everyone else around your level. It's not worth keeping it around to try and fix it because it's not possible.

Hold SPs until you can get it to 48, 60, then 68. Then do it again with agility, then again with vision. In that order.

So, I'm a little bit retarded (might as well be the first to admit it). But I may need a bit more clarification (sorry! please be patient with me!). Do you mean every time a i get me 5 SP from leveling up, save them until I get around 48-ish of them? Or is that way off?

Save them until you can raise whatever your speed is to 48. So if your speed is 30.5, save them until you can get it to 48.5 (so 18)
