I'm definitely interested in creating a Scat Back, but I don't know what attributes should be taken to a certain cap. Can anyone give me any clues as which attributes to cap, and to what extent?

You don't have to take it that high, tbh.

well my rb catches the ball most of the time and his catching is a 33...so in my opinion have your catching at about 50 probably not even that high

Get a tall HB with a ton of speed and agility, moderate strength, good carrying then get 50-60 catching/jumping.
