Now I"m not asking which would be a better build in the long run, just more effective in a level 22 Casual league?

I'll go with the second one, you gotta have really high throwing BUT don't put all EQ into it.
Put half into Vision.... imho

I agree with with putting equipment into vision until you get vision up 74 or 77... Than I'd like to put it back into throwing...
