It seems like he's missing SP somehow. I assume he wasn't slow built at all.

Low agility, vision, confidence, stamina, SV, SDC, and horrendous VA choices make this build a 4/10 at best.

CB's dont need that much speed, they need more vision and agility

You really need to pick a path and go with it. Do you want to return kicks and punts or do you want to play defense?

If he's returning, needs more Carrying and Agility. Having an All-Star Cover CB and Returner at the same time is damn near impossible. If he was a pure returner, he'd have alot of points wasted in Jumping and Catching that would've look great elsewhere. Same with the SA's.

Yeah, unless you're playing in uncapped minors or lolcasual, 35 carrying will kill your ability to return. Any good coverage unit will force fumbles.
