3/10 rating, and here's why:
At that level (and age), you should easily have at least 1 attribute at 77, if not two. (speed & agility). You need a lot of speed AND agility to keep up at higher levels. 100/100 many would say is ideal, but 110/90 is acceptable as well. (Speed/Agility)
Anyway, as for the build, and how to progress, here is what I would do:
Speed to 77
Agility to 73
Vision to 68 (73 ideally, but 68 at first, and you won't lose much efficiency overall, if that's your choice)
Come get more advice in a couple seasons when that's done.

3 is harsh. I would say you have the basic idea. Your player is not the best but also not the worst. I would say 5/10. Forbin gave you some good advice. I also suggest making a new CB asap, so you can retire this one when that one is a few seasons in. The new one will catch up very fast.
Edit: Make sure to always go one attribute at a time, all the way to the end number. ie speed to 77 before anything else.
