high tackling, high strength, high morale reducing SAs, high monster/big hit, proper vas and aeq although i don't think strength is a major for FSs so best to have much higher tackling unless you want to spend eq or a bunch of sp on strength

I would start your build plan with speed and vision regardless of where you want him to be in the endgame. I might take vision/agility to lower caps than you might otherwise.
