I've got 50 VP
I'm think about 15 Bruiser 15 SYM is a must.
I'll left 20 VP and I'd spent them on Scatback & Tenacious..
Is it good if I make it 10/10,or I should make it 15 Tenacious and 5 Scatback?

Bruiser > Scatback > SYM > Preference (Shed Weight, YAC Attack, Tenacious, Clutch, Red Zone Freak, etc...).

I would say for an offensive FB, scatback is a must... SYM is only a must if you run a fair amount of pitches and sweeps. Scatback and SYM are interchangeable depending on your primary role... if you're more of a runner and less of a receiver, SYM > Scatback... if you're more of a receiver and less of a runner, Scatback > SYM.

My FB has 15 bruiser, 15 SYM, 15 Scatback, 15 YAC Attack and 7 Shed Weight. He's become slightly more of a receiving threat the past couple of seasons though, which is why I choose YAC Attack over the other choices.

Warlock: whats your opinion on the secondary attributes for offensive fullbacks? Confidence, stamina, vision, catching, how would you rank them and where do you think they top out on a good end build ?

All are about equal on MAK (most are slightly over the first cap). If I had to rate them though...

Stamina > Confidence > Vision > Catching

Stamina to help you stay at full capacity, especially after a multiple broken tackle run. Confidence to help you stay at full capacity, especially after taking a bunch of big/monster hits. Vision to help you take better angles for breaking tackles and getting open on passing plays. Catching to help you get looks when not the primary receiving option, you don't need it super high to catch pretty much anything thrown your way.

It really comes down to your goals and situation though...

What about 10 Sactback and 10 YAC?
10 YAC is not bad for 50% chance success, 10 Scatback also quite good.

Depends on your build... it's not a 50% flat chance of success either, all +% bonuses in GLB are multiplicative... that means that you take that percentage and multiple it by your base chance. So for example, if you break tackles 20% of the time, +50% break tackle chance is really only a 10% bonus to the break tackle chance (50% * 20% = 10%).

If you already break a decent amount of tackles, YAC Attack is a good choice. If you lack speed/agility/catching, then Scatback is the better option. Remember, you have to get open and catch the pass before YAC Attack activates (even then it's situational). That is the reason I go 15 in Scatback before taking YAC Attack at all.
