Well no one knows for certain except for Bort, but here is what I think is involved:
Note: this is just the scores themselves, not how to get in position to make a better roll, so jumping isn't on the list

Most likely the common modifiers are weighted differently in each. I'd say strength has more of a roll to play in the PD score and vision and SV have more of a roll to play in the INT score. But this is of course just theory.
As for which is more useful, PD by a mile. Like I said in my previous post, since int scores are really low regardless of build, a % increase in that low score won't do much. But PD scores can get high, so a % piece will help out a lot. A CB with 95 agility, 75 vision, 50 strength, 61 jumping,, 48 confidence, 10 SB, and 10 SDC is going to have a pretty high PD score, so +25% to PD chance will be huge.
