My lvl 10 1st soft cap speed/agi and his elusiveness is set at 30 i believe. he generally stops and only makes one juke move w/ this setting but in plays like http://goallineblitz.com/game/replay.pl?game_id=884102&pbp_id=18490471 he ALWAYS chooses the inside lane when clearly its more open to the outside of the WR. does vision come into play when making that cut decision? multiple runs(outside left or right) he's stopped and chose the inside route w/ more defenders on the inside.

yes, as a low level his low vision allows him to make limited "correct cut decisions"

He doesn't have the speed to make it to the outside.

Don't do this. Keep going with speed. Then agility. For a while. At least to 73 on both. You can cap vision much much later, just train it right now. By level 10 you should have been close to 3rd capping you main attribute or so, you'll fallen a little behind but it's not too late.
