He seems to suck royally...should I Retire or is there something I can do to save him?

Well, being a level 21 with only 2 caps to his name probably isn't helping him. Retirement is a valid option.
Otherwise, Suggest:
1. Finish 3rd cap speed
2. Cap vision
3. Cap agi
4. More Speed and vision
5. more agility.
Training options include Sta/Con, Str/Tck. Once vision and agi is capped, you can train that combo a bit before continuing them up higher. I would save jum/cat for later.
