Does Closing Speed start when the ball is in the air, or does it only take effect when the player has the ball?

Based on the fact it says "ball carrier" the player would have to have the ball. This is only good until the player is within 5 yards of the other player then it turns off. So if you play a lot of m2m its pretty useless.
