Dude I hate to tell you but your screwed. Think of it this way. You need to save you skill points til after you get an attribute to like 48 then use them, because now that you've spent all you skill points you'll notice it takes forever to train them to get them anywhere. Here is my level 15 DE and I still have 21 points I'm saving until I get strength trained up to 48 or more.

teams will sign him, talent pool is small
your plan depends on what you want him to do, and which side you want him to play on.
i guess a pass rusher so you will need something like this:
train speed+agility
agility/speed to the second or third cap ( depending on how balanced you want him), cap as soon as you can, until that, no SP in it, just train it
after you began investing SP in agility or speed, change the training to agility+ tackling, or speed+ tackling, to train the one from agility/speed, you didn't invest in SP yet
after you are done capping your first choice, start capping the second one from agility/speed
start training strength+ tackling
after you have speed and agility at the desired cap ( second-third maybe more, your call), you can invest in strength and tackling, they should be around the high 30s, low 40s.
you will need some confidence, stamina and vision later, train them first always, and i don't think you should add any SP to them until late in the players career. after these maybe some jumping.
SAs: if you made a speed based DE ( you capped speed first -> due to auto gains it will be higher + put equipment in it) you need first step
if you made an agility based, you need shed block
tunnel vision can help, at higher levels
VA: pass rusher is a must, other than that there is jump the snap or clutch.
i don't suggest to make an agility based DE, because:
1. they depend on breaking a block more, and it is hard to do in this game
2. finding shed block on AEQ is a bitch, FS is pretty easy, at least compared to other SAs
and be prepared to see your DE suck against even competition every second season because of some stupid nerf.
