SS's have the best hard hitter tree.
Wrap Up Tackle, Diving Tackle, Growl, Big Hit, Monster Hit. All useful, least noticeable is Growl of course.

Currently working on a hard hitting SS. Almost went LB but I'm saving that for when I retire my FS. Going to make a set of Linebackers.

That should have a good chance of working, or at least improving you chances of a hard hitter.
My SS has:
68+ strength
60+ tackle
8 Big Hit
4 Monster Hit
15 Power tackle
15 Sure tackle
All I am missing is the FF% AEQ you mentioned.
I used to have 15-20% FF chance, that seemed to help with FF more than anything.
I used to have 8 Monster Hit that did not seem to change fumble numbers.
Then I used to have 12 Big Hit and it did not seem to change fumbles.
Almost every hit my SS makes is either Big/Monster Hits, even now.

My last game I had 6 tackles, 1 FF, 1 regular tackle the other 4 BIg/Monster.

SS's and FS's are LBs with better skill trees (unless you wanna be an MLB).

Regarding the equipment stuff, I think i'd hold out for a better piece of equipment. The skill trees are good enough to maybe consider only items with +3 stat and a good % bonus to something.

I like 5% make tackle aeq
forcing fumbles is cool and all but missing tackles as a safety is unacceptable
