can anyone give me a game plan for building a speedy balanced SS or the best possible plan for building a SS?

I'd say train Speed/Agility until you can cap Speed. Then take Speed to 68.

speed to 68, vision to 68, then agility to 68, tackling to 60, strength to 60, tackling to 68. Don't invest in any SAs except CD and SV.

eh, closing speed is okay. It shuts down when your within 5 yards of the ball. If you have enough speed and agility, you should be fine but I just don't think its worth the SPs. I'm a big believer in maxing up 2-3 SAs. My third choice would definitely be wrap-up tackle.
I could see at the end of my SS's career going for some of the other SAs like swat ball or diving tackle but really focusing on SV, CD, and wrap-up tackle allows me to get them up to a natural 8 after capping the attributes.
