Does it need to be any higher than 70?

Nope...but of course it wouldn't hurt at all. But not mandatory by any means.

Why not above 70?

i haven't seen a need for it to be any higher than 70. It's mainly a moral attribute and there are a lot cheaper and better ways to stem off moral hits than spend 4 sps or use eq points on it.

3rd cap is fine.
