I think it's a classic case of "should have built a WR"

so whats wrong with a purely recieving TE he gets to take on safetys and LB instead of CB's and can get a better speed advantage

There's nothing wrong with a receiving TE, when built like one. I have a bias against rec TEs built like WRs:

1. Speed, Agility, and Car all get better level up points as a WR. Twice as much in fact, even more so on carrying.
2. As a TE, your major level bonuses are in Str, Blk, Vis, Cat. And you've got none of them capped because you built a WR
3. The SAs aren't there

Note this doesn't make your build particularly bad. I just think it's silly to build a WR out of a TE in this game, when considering all aspects of building.
