What is the last moment before a game is simmed that a script change will take effect? If you are trying to make last minute changes, at point will the SIM just take your script and go with it?

It varies, but you're normally safe up to an hour before the scheduled game time. You can go to the depth chart page, and if the depth chart is locked, you'll know that the sim is in progress.
2 hours before game time is safer, but you can get away with 1 hour most of the time.

wrong wrong wrong info given. Depends on what time your game is . 8:00 am eastern time you need to have it in around 5 o'clock to be safe. I have seen 2 hours not take and 2 and a half hours not take back in season 5 so 3 hours is better.

Winner...but I try to have it all done within 1 hour of gametime and it worked last season.

We had 1 game start ~65 min. before gametime in OAA3 last season. Other than that, 1hour before has always been safe for me.

The depth chart will lock sometime within the hour leading up to game time, but there is no equivalent tactics/AI freeze. I know for a fact that I've made AI changes while the depth chart was still unlocked (but past the 1-hour pre-game mark), and those changes weren't used in the game.
I have a feeling the sim takes a "snapshot" of your AI 1 hour before the game, but doesn't lock the depth chart until the sim actually starts.
