I am new at rating players but I dont think its too bad. So what should he do.. Keep pushing punting? What does/should punting be at with the level he is currently at?

It's fine right now, in fact will be pretty successful right now. In the future though, his punting/confidence levels won't come close to any well built punters. At level 20 I would expect to see at least natural 80+ punting, 100+ with eq.
All of my punters/kickers are open, feel free to take a look at them.

remove you eq from strength and add to punting, then add all your SP on to punting and confidence, with some vision thrown in now and then
