Here is my HB

Where best to assign the points?

well... just for future reference, it's better to not hoard your SP's like you've been doing, but instead work on one attribute and cap it as soon as possible.

However, to answer your question, if you're going power back, my suggestion would be to get your strength training bar as close to 99% as you can, without going over... and then getting str to either a natural 48 or a natural 60. It depends on how balanced you want him to be.

When you level up, you gain decimal points toward your major and minor attributes.
It's explained in depth here:

The mistake being that, the earlier you have attributes high, the more you can take advantage of these auto-level gains, because they add more to your attributes at early levels, and it's good to have high gains on your already high attributes.

But if you're going to keep going with your build, which I would, I think you should get strength to 61, which should leave you with about 25-30 points left, which I would wait to assign until you can soft-cap (get it to 48) speed, you can train speed higher pretty fast since it's still low.

If I retired all of my bad builds, I'd have no players left.

Gargus and Squab give good advice. The main thing is don't burn points in SPs until later in the build, maximize the attributes you want to focus on (Str, Spd, Agi, Car), and don't stray. As long as you stick to a plan, you can still build an effective back.
