states that:
"This CB is an excellent blitzer, The Blitz skill gives the CB a speed and agility boost when blitzing"

Now I know that a DE is not a CB, and technically when they are pass rushing it is not considered a blitz, my question is would this piece of eqmt. be any benifit to a pass rush focused DE?

Blitz sucks for corners at 10. Let alone for any position at all that can only get 6-8 in it from A.E.

Blitz is busted. It sucks, it's worthless a long with most s.a's in the game.

The answer is yes Harm.
Most (but not all) AEQ can be used by different positions.
For example no point equipping "Head Fake" on a lineman but that same piece could be very useful on a CB that's your KR/PR.
