If i buy Return Specialist CEQ for my RB, will it help him returning, as it is not a SA.

Yes it will help, you don't have to be a cb for it to work. Not horrible, but you could probably do alot better. Why only get the boost when you are returning. Get something that works all the time, even when you are returning. But if you want to get it now and use it till you get something better, that would be ok.
