Skill points are too spread out among different attributes. You want to use what's called "cap building" - getting one attribute to the next "cap" (point where it costs more skill points to increase it) at a time. That way, you maximize your automatic leveling gains. See this page:

I'd say you may want to retire him and start over following that guide. If you keep him, you want to get speed to 61 natural before anything else.. but honestly I would retire and start over if it were up to me.
