I'd assume it does, but I'm not sure. If it does, it would seem to make sense to sign a rushing QB if you like to run the ball a lot, not only because he can run (obviously), but to increase the hand-off times. The sooner the HB/FB gets the ball, the sooner he can run up-field.

I Know that it used to, but I'm like 90% sure that around season 5-6 bort locked in all handoffs so that they are at the same for that play regardless of QB/HB speed, to prevent bugs/complications.

And Sq, out of curiosity where'd you hear that about agility?

Do not listen to anyone test it yourself. First get the speed script with the first ten ticks awareness add on. It will tell you how fast each dot is moving in the first ten ticks of the play. Find two qb's with open builds to you or very noticeable that they have high or low speed (very high or very low rushing bar). Then go to one of their games and find a common run play that both teams run. Bring up the replays and use the speed script on the qb's and note how fast they where moving at each tick on each hand off. Also if you are interested run it on the hb during the hand off. Doing that you can see actual data on what speed the qb and the hb are at.

So real quick I brought an example from my level 6 qb that I have not put a single point into speed and a level 70 qb the world team I am on has faced (I already looked at game film for these so just used because of simplicity to find)

Play 1 level 6 qb 11 speed

http://goallineblitz.com/game/replay.pl?game_id=755213&pbp_id=5451845
If you run the speed script you will see the first the first 7 ticks these speed numbers
Tick 1 Tick 2 Tick3 Tick 4 Tick 5 Tick 6 Tick 7
0.0 7.07 10.61 14.14 17.68 21.21 13.46

Now here is a level 70 qb with a 48 rushing bar running the same play
http://goallineblitz.com/game/replay.pl?game_id=780622&pbp_id=7712207
Here are the speed numbers per tick
Tick 1 Tick 2 Tick3 Tick 4 Tick 5 Tick 6 Tick 7
0.00 7.07 10.61 14.14 17.68 21.21 13.46

Now it does not take a mathematician to see that the hand off speed numbers are the exact same for both qb's. if we go a step further and look at the backs that ran the ball on those replays we have a level 6 power back and a level 66 speed back. If we run the speed script on them we see that at tick 6 (when the ball is handed off) both backs have the exact same speed of 20.61. As soon as the ball is handed off we see the level 6 power back's speed decrease to 12 and the the level 66 speed back accelerate up to 25.

The reason the level 6 having his speed drop is so important is that the default hand off speed for that specific play is actually faster than his max speed. The level 66 accelerates since the default hand off speed for that play is slower than his max speed. This again show evidence that hand off speed is pre determined as both qb and hb are at the same speed at the same tick at the point of the hand off

People think the hand offs are occurring faster when they see replays that are being replayed faster. Replay speed is not constant. The time lapse for each tick is what is constant. If you want a double check look at the replays again and set the replay to the beginning of the play and count how many times you press the forward button on each replay before the ball is "flipped" to the hb. Both replays above the ball leaves the qb's "hands" on the 11th press. Again showing evidence that the same amount of time has lapsed before both hand offs have occurred.

Now I could be wrong, but I have tested it, instead of just saying it for no reason, and based on my testing, my opinion is that qb speed has no affect on hand off speed

Good test, thanks for doing that.
@WiSeIVIaN: I can't remember exactly, but I remember that when Octo figured out the throwing bar, agility was in it, then I saw somewhere else, maybe there, that that was the reason.
