PR should have 74 SPD/AGI/VIS and a legit amount of STAM before adding anything into CATCH/JUMP

I would work on agility than vision
I don't think he is a good punt returner at all
In GLB you should be able to break at least 10 punt returns for TD per season, if you play in a competitive league
I don't want to dis your player, but that's my opinion
But he could become a decent CB one day, if you focus on agility and vision

So, since I fucked up, do you think I should retire him if I want an elite future player?

Do you like to watch your player play ?
That would be my most important question to answer, before I retire anyone
If you are happy with what he does, don't retire
and if you keep him, make him a CB not a returner
