74 speed is the best way to go if you absolutely know where and how you are building....
however if you are kind of winging it with aim and accuracy ... then following the general rules/ builds (68 cap) is the best way to go.
if you don't know what you are doing, and are just putting random points on a player then you aren't reading here to begin with ... so we'll call them ... cave people
