That's pretty easy! The reason he doesn't perform better is because your Vision and Confidence are to low, Vision should be in the mid 70's or low 80's by Lv 43 and Confidence should at least be in the same ball park as your Strength if not higher. VA's aren't bad but you can probably find a better VA than Football Genius as far as return %. SA's don't look bad either but continue to increase Pocket Presence & Tight Spiral with Field General close behind and don't completely ignore Pump Fake & Turn Shoulder. Strength for QB's is overated, if you were to have him at the 3for1 cap(61) that would be more than you need at Lv 43. I have opened My Lv 58 QB so you can take a look at how he is built, and this dude produces!!!
