As an OC I would definitely say have one of each on your team. It gives you tons of options, including game planning against strength or speed built defenses.
There are of course Power Back type builds with high speed, but then, they had relatively lower strength. If you want the Power Back to be a short yardage/goal line specialist then go for the strength, but if you want the guy to avoid getting tackled time and time again as he tries to make a long run, go for a bit more speed. Personally I prefer the second option, with one FB specialised as a short yardage ball carrier and the other one as a blocker.

Depends on what cap league your in... Backs who go STR and SPD first dominate between 13-24 imo. Powerbacks are kind of non-factors at that point as theyre still generally working carrying up to 3rd cap and SPD and AGI are being trained and are still below soft cap.
Pre 28cap combo backs are the way to go imo.. get three if you have to and throw one on KR/PR.
28 and post 28 the power back becomes a great option as SPD is into the higher caps and bruiser makes him a huge go-to player for first downs (not on first downs). Elusive backs also have the AGI and VIS to go super elusive at this point which is deadly with good o-linemen and a nice lead blocking FB.
Powerbacks (this is a massive overgeneralization) always get breakway SPD by 3capping SPD and 2:1 or 3:1 AGI. This occurs well after 28cap obviously. They'll never be able to outrun the DBs but if they bust through a weakly covered middle they will be open for quite a few extra yards because of their SPD, plus the chance that theyll break more tackles from the weaker DBs.
For my 28cap team im running a Power Back with 2 Elusive backs. I would have liked to get a combo back instead of the second elusive and have him backup both starting RBs in the custom slots, but I just couldn't pass up to perfectly slow-built HBs to have a lot of staying power in the outside rushing game.

Power backs can also have break away speed just be patient on your build.

From my experience powerbacks dominate in lower level leagues and then gradually get less effective as the league become higher up the ladder. Explanation for this is simple: LBs are built around speed in the past few seasons, so in the low leagues a lot of LBs totally ignored both strength and tackling and concentrating on capping speed, this pretty much allows powerbacks to dominate. As you get higher up, and LBs begin to balance out, you may see a major difference in your performance. Plus a lot of it depends on how Bort tweaks the system each season, as powerbacks use to be insane at all levels and now have toned down.
