It's not too bad for a starter piece. I wouldn't start searching at level 10 though. IMO your best bet is to stockpile tokens until you are low 20's or so and look for a power thru or 5%break tackle chance. If one of them comes with an attribute even better.

Picked up a +1 strength, +2% break tackle piece earlier. I happily purchased it, put 8 tokens into it and sold the old one. This should hold me over until I hit the 20s
