SAs need stats, however Shed Block is really important to DEs, I'd wait until you at least 3rd cap agility, speed, 2nd cap strength, 1st cap vision and tackle. Probably your mid thirties.
It also depends on how you want to perform now, and down the road. If you buy SAs now, or soon you'll be better now, but you'll be worse down the road.

I say wait until you are done spending points on your major attributes.
The minor attributes on the d-line get such low gains, and you'll get to them so late they'll be cut by a factor of 56% or more, that missing out on a few levels of them at a cap is a negligible loss.
