I dunno...i haven't done the math, but it COULD be possible. My lvl 28 is pretty close...with 81 natural speed, and 68 natural agility. Of course...I haven't capped anything else...

If his numbers are WITH EQ, I would invest more into speed. Get it up to the 73 cap minimum.

Well I'd go to the 4th cap, and to the 5th cap if you really want to be a true speedster
