I have a lvl 19 WR that is looking for a team for season 11. He is either too high or too lower to sign on any teams that I own or GM for.
He would be good for a lvl 21 Capped team.
I have CE eq for him and will also boost.
I have boosted him to 21 with one bost left, and will boost him to 22 when he gets on a team. Also I will boost him to 25 once the next season starts.
