They should be able to shed blocks and make tackles behind the line, right? So how important is "blocking" (which supposedly helps you break blocks)?

To be honest, I don't think at any point of a LB's career, that training blocking becomes an attractive option. I'd rather train Catching.
Speed, agility are the primary components behind TFL's unless you get blocked. Vision is important as well. Strength if you get blocked.

It's debatable. I'd just build a guy like you would think and then if at a very high level you don't have anything good to train and blocking is low, you can train it without losing out on too much.
