i want to make him a great ball hawk/pass coverage FS that would get a lot of INTs and shutdown WRs, what should i cap first and to what level, i was going to crank points into speed and train agility and vision

Regardless of what build you are going for, I'd go for speed first. Speed, agility, and vision are the most important. If you want a SS to be a hard hitter, invest in Big Hit and Monster Hit.

You can invest in Big Hit and Monster Hit but only AFTER you hit up Strength and Tackling.

True. Worry about attributes first. You don't need strength and tackling ridiculously high, but eventually soft capping will be enough to do make tackles on most players.
