This is my first build http://goallineblitz.com/game/player.pl?player_id=1484340 and I'm not really sure of the best way forward for him.

Ideally, I'd like an all-rounder approach.
At what stage do you put points into the Special Abilities?

I'm in the upcoming draft and hoping to get a team with a "teaching" owner, if such a person exists.

Any advice gratefully received.

first of all, open your build to us

second, get many different opinions and choose the way YOU want to go. many people have their own way of building players that they believe is the best.

SA, it is pretty much understood that you don't want to invest in them until around lvl 30

At pretty much every position, people wait to start putting any points into SA's at all until at least level 25 at the earliest, and even at that level they may only add a point or two to a skill tree.

Most people will hold off until level 30, the next auto level point drop, and very patient builders ignore sa's all the way until they hit level 39, when the auto level points aren't providing worth while gains anymore. Players that start bumping SA's early are mortgaging their future to be the big fish in a little pond very early in their careers.

They will be caught by players who have built patiently and used their sp's wisely on attributes. When you hit level 39, and have a solid base build, you notice the affect of sa's when you add them, because of higher attributes giving them a boost.

The auto level gains at lower levels are to valuable to waste. You can always add sp's later, but you never get the chance to recoup auto leveling gains that give you free points towards the next cap you are working on.

Because of the custom spots you can use for te's now, making a balanced one will make you a career role player and special teamer. Not fast enough to get open against lb's and safties with 90+ speed and 70+ agility, not strong enough to open holes or hold blocks againts de's with 80 strength and the quckness to slip right off a block.

I'd go blocking te or receiving te. Trying to make a balanced te will put you at a disadvantage both in the running and passing game.

by being patient with my build, I have already saved 10 SP just from 1 attribute already

There is no evidence anywhere that says SA's do not work until you reach a certain player level. I have seen the effects of SA's in Level 16 players.

The majority of people do not invest points into SA, but again it's up to you and what YOU feel is best.

This is not the point of not spending in SAs early. It's less important in players with a lot of major attributes, but players with few major attributes hurt their build immensely if they waste SP in SAs early. And there are SAs like superior vision that are tied to how high a specific attribute is.
