I've seen it before.
Terrible performance for the first two season, okay after that.
The speed doesn't do much until you can catch without tripping and breaking your neck.

It's normal for good builds, yes. It has been mitigated in the past few seasons, but he'll still probably be better than a slower receiver because he'll blow by a lot of CBs at that level and catching wide open passes is still pretty easy. He only has 72 natural speed or less if he found a + spe custom. I'd probably take speed to 77-82 range before starting to put points elsewhere holding a ~95% train status to dump after I finish putting points in.
