Tactics are set to always throw to the first guy who gets open, and throw to the HB/FB when checking down if HB/FB is open. Therefore he doesn't complete a lot of long bombs but always gets enough to get the first and move the offense down the field. Scrambles sometimes, throws it away if all receivers are covered well.

No equipment yet, I want to get to at least the first Throwing/Vision softcap before I get equipment.

I'm doing well with him right now, but it helps that my primary target WR is level 11

Why do you have points in the SA's at level 2? Why are you not putting EQ on your player now? There is no bonus to waiting on EQ. Go read the build guides before you ask questions. Everything you need answered this early in his career can be answered from the guides. I suggest reading them and then starting over on your players once you understand the build process. It will save you a lot of wasted time in the trial and error department.
