the three overall ratings you get, is 'my bars are higher than yours' a good way to evaluate players?

It can be, but that isn't always the case. The rating system is flawed to a certain extent. Having high confidence on a lineman means a high rating, but does confidence really make your player that much better than another player who has less confidence (yet he does have more strength/speed/agility/etc...). So high ratings only means that a player has high attributes in certain things, although generally speaking, it's because they've built a decent player and have the freedom to raise those less important attributes that high.

Your overall rating is lacking because FBs have a ton of primary and secondary attributes that go into the evaluation process. Unlike kickers, punters and O-line... we have to raise more attributes to raise our rating bars than most other positions (if not all of them).

That adds up correctly for my FB... he's at 54.493 with that equation and sitting at 54 overall.

considering one of the best fb ive seen had a crappy bar i dont think so. There are so many different ways to build one I think it is hard to judge

If you build a power rushing FB, your rushing bar will be terrible for a long time--for FBs, it's hard to tell much from bars.
