Is HF different for WR than it is for RB? Is it different for a WR while running routes than it is while running with the ball? Some HBs are built to where they consistently make defenders fall down with HF but I don't see WRs doing this to the CB guarding him. Is it just because HBs in general are built in a way that fits HF better and most WRs don't have the attributes needed? Maybe WRs do make defenders fall down with HF and I just haven't seen it? If the latter is the case please show a replay of it.

Most WR's don't see it trigger because they don't have the right build and are lacking in a few key categories.

And what might those attributes be. Can't think of a single one I have on my elusive back that I don't have on my WRs

I doubt it is, but it should be. The same way RBs seem to have better coding for catching than WRs do. WRs and HBs are not supposed to be the same, the triggers for HF should be modified for each position rather than one code used for both otherwise, why build a WR or HB if they are the same thing?
