Because he's a level 28 with only speed capped; with all due respect, it's an awful build. Near as I can tell you can't seem to commit on what type of TE you want. Further, he's going on 6 seasons old and is only lvl 28 which means you're likely not boosting. May want to try to find a non boosting team.
