Apparently you can't boost after signing to a Pee Wee league, so much for going into the season lvl 4. At first I think this may be a set back since I can't use my first "boost" cycle chance. However, is this in fact better in the long run? Did you Pee Wee your FB at the start?

Its not so bad imo. I did not do this for my FB but I have 2 players that started out in the pee wee leagues. I am not sure about the boost cycle but I don't like boosting before level 10 or 13 anyways.
