It seems as though you can't decide whether you want him to be a OLB or MLB. Choose a path, and build accordingly. If I was your DC, I wouldn't know what to do with him. Strength too low and not enough DGen to be a MLB, but not enough agility and vision to put you at OLB. At this rate, you'd be mired on any Depth Chart of mine.
I'd rate 6 of 10, which is probably being nice.
If you want him to be a MLB, start pumping strength. If you want him to be an OLB, start pumping vision/speed. For EITHER direction you need MUCH more agility.
