A SS tends to be the "last line" of Defense, you're on a 16-0 team, your first line is taking care of business. Unfortunately a SS doesn't get many tackles on a good team but gets the most on a bad one.

If you're going to stay with your present team (recommended) I would try and turn him into a big play guy, x2 cap his str and max out "power tackler" to get FFs, start working your hard hitter SAs and get "Big Hit" and "Monster Hit" up to hurt moral, make the few shots you get really sting.

What Dudly said is mostly true, but with the right build a safety can actually lead the team in tackles on a good team too though. Vision is a big deal IMO........ if he sees the play fast enough, and has the speed to get there first, he'll be there to make the play. His stats will come, SS is one of the harder positions to get just right, and take a little longer to get to be a factor for your team. He's definitely on the right track though.

Never touch stamina again in his career w/ SPs though.....

Speed and vision is the way to go, my SS has over 100 Speed and 60+ vision which is constantly improving and he has been wracking up the tackles for years.
