Basically how is the final amount determined?
I know there are basically 2(3) things it is based upon
SA with CE/AE
VA in Natural Leader
...so is the VA based on natural points, natural + CE, or natural + CE + AE??

huh? Are you asking what value does a skill VA increase?

A VA increases the base value of a skill. The %boost a VA gives a skill does not count any equipment.
