I understand the value of getting an ability to 99% of close as possible before moving it up another cap. But at what point is it counterproductive to aim for that, when you can cap and your percentage is so low that it would take a few level ups to get there. If that makes sense. For example, you can 3-cap speed immediately, but your percentage is say, 22% on speed and you've just leveled. Would it be a net loss to wait to get the percentage up and hold off on applying the skill points?

the idea is to get up to ~95+% when your attribute is low like 25, then add SPs up to your target cap, then train one more time to get an extra attribute point worth 3+ SPs.

if you're already up to the 3rd cap there's no point in trying this strategy, when the difference in % per training is like 1 or 2% if that.
