Specifically, there are some plays where I would like the ROLB or MLB to lineup over the TE in man coverage. Is it completely impossible to line the MLB up over the TE because he is always in the box? I have tried shifting the ROLB all the way to the right to get him out of the box, but that doesn't seem to work, and is frankly rather silly.

The box is when lined up on all non-WRs.

But what difference does it make? Just select the Cover Man w/o move option on the drop-down menu and he'll stay where you put him, in box or out.

Okay, maybe I should have asked a simpler question:

How do I line up the ROLB or MLB in man coverage and get him to go over the TE before the snap?

Oh I see what you mean. If it doesn't work when you just have him on cover man, then no.

I was hoping I was missing something.

You should be able to move your LB as far to the outside that you can (probably only ROLB/LOLB will work), and he should then move to cover his man.

Bort said this should work, but there was a bug posted about it, so I don't know how well it works, if at all.
