Why isnt he producing or getting open so he will get the ball

My only guess is that hes on average 3-5 levels lower then the opposing CBs and safetys. Could this be the reason?

He's a level 13, you can't expect tons of production right now. Get agility first capped, then fourth cap speed. THen go back for more agility, all while training catch/vision or jumping/vision.
