This is how I see it. Your vision determines what your vision roll can be. So if your vision is 35, then you can only roll a 1-35. If your vision is 61 then you can only roll a certain range of numbers. This may be 1-61 or it may move up to 21 to 61 or any other range.
EDIT**** These are numbers I'm just throwing out my ass for illustration purposes. I have no idea what the actual numbers or ranges are.***
Let's say you need a roll of 45 or better to pass the vision check on the first tick, a roll of 40 or better to pass it on the 2nd tick, 35 or better on the 3rd and so on.
If you roll a 42 on the first tick then you would fail the vision check under normal circumstances, however, if you have a 9% bonus from JTS your roll would be bumped up over 45 and you would pass.
