Because Pro Bowl has to do with individual performance. MVP has to do with how much a player helps their team win. A player could get 120 tackles and make the probowl, but the reason he got 120 tackles is because he plays on a terrible team.

Yeah, an MVP should be who made the greatest impact on a given team. If someone is making that many tackles and on a lousy team it doesn't mean anything, they were only picking up the slack and not making the plays.
